A Portfolio PMO coordinates management of the Portfolio by providing guidance and support to all the Programme and Project Managers and PMO resources within the Portfolio to comply with the Project Governance Policy and the Portfolio, Programme and Project Management Standards. Act as the primary link between the Portfolio and the ePMO and intermediary to ensure that services rollout by ePMO are cascaded to Programmes and Projects within the Portfolio.
As part of the CB COO Change and Process Excellence team, the Portfolio PMO role is an individual contributor with key responsibilities to implement frameworks for reporting, governance, health checks, PM support/enablement/training, financial management and benefits management in support of the CB PRC and ensuring their consistent application across the projects. The candidate should function successfully in a fast paced, demanding environment and successfully manage multiple work efforts to completion. It is a role focused on Business deliverables, not an IT focused role. Learning and adapting to new, challenging and evolving working environment are going to be part of the role.
Key Roles & Responsibilities
* Support the Commercial Banking Project Review Committee (CB PRC) in its management of its portfolio of projects.
* Drive and maintain standardisation within CB PRC ensuring effective communication and operationalization of Project Management Standards, Governance and Health Check frameworks including policies and processes.
* Partner with ePMO Management to continuously seek opportunities for improvement within role, processes, team at Portfolio level. Contribute to the development, review and testing of new best practices. Educate stakeholders to improve Project and Portfolio effectiveness
* Maintain strong working relationships with key stakeholders in Business, Functions and Technology and influence stakeholders to ensure successful management of Programmes and Projects.
* PRC Governance - Establish a policy control monitoring framework to ensure compliance with Project standards at approval stage and at key stages of the Project lifecycle. Support and coach the cascade of the Portfolio, Programme and Project Management Standards and help manage any operational impact. Perform systematic Programme reviews and Project health checks to ensure time, scope, resources and cost are tracked and reported accurately and consistently across the investment Portfolio. Provide an overview of identified potential risk factors and ensure proper mitigation actions are planned and executed by the appropriate person Portfolios to improve the predictability of Project delivery and avoid common Project related issues.
* Financial and Benefit Management - Ensure allocation and posting of charges are timely and accurate. Undertake the necessary analysis to provide insights into the portfolio financial performance. Support quarterly MT review process and any ad-hoc senior management reporting. Co-ordination of budgeting cycles with the bank-wide process defined by Finance.
* PRC administration - Prepare PRC materials and minutes to provide status of Portfolio on a monthly basis, covering the pipeline, the Programmes and Benefit realisation; ensure that the standard PRC reports are used and prevent creation of similar reports. Co-ordination of PRC approvals, red packs and closures. Ensure clarity data are updated by Programme and project team regularly and undertake data quality assurance responsibility to ensure accurate portfolio level reporting in both Clarity and Tableau. Ensure quality of reporting consolidated and delivered to the Senior Management. Track and communicate progress on all Programme and Project activity in conjunction with Project Managers across the investment Portfolios.
Qualification & Skills
* PMO and Project experience in large complex organizations. Experience of different life-cycles including waterfall and agile
* Conducting health checks, communicating results and progressing action points
* Rolling out standards, performing training and influencing compliance
* Strong understanding of Project excellence. Developed views on what works and what does not.
* Excellent communications and presentation skills with ability to adjust communication styles depending on type of target audience. Experienced in supporting a global group and ability to work in a highly collaborative manner across the network with a wide range stakeholders
* Ability to engage with a wide variety of stakeholders including senior management - Senior business staff, Project managers and technology
* Advanced to Expert level knowledge in Clarity and other relevant tools - e.g. JIRA, Sharepoint, Confluence, Jive, etc.
* Very good knowledge and expertise in MSOffice (advanced level PowerPoint, Excel and Project) and other productivity tools.
* Good financial and accounting knowledge
