To assist Head of Financial Institution on business management (Bank, Non-bank FI, Public Sector) to oversee various projects and to exert relevant monitoring and control to meet the standard of both internal and external regulatory requirement.

 

Job Description

  • Ensure the effective management of end to end processes and associated risks, in support of the business strategy, at a country level and consistent with Group’s standard.
  • Proactive identification, management and escalation (where applicable) of material risk in accordance with the bank’s Risk Management Framework.
  • Act as Compliance Representative of Institutional Banking Division in providing relevant advice and comments on AML issues, as well as Systems enhancement, revision to Policy and Procedures/ forms, T&C, FATCA, CRS implementation, OR issue, PDPO etc.
  • Oversee the AML / IRA projects for the segment including proactively monitor AML and KYC risk by implementing the bank’s anti-money-laundering procedures including rectification new/existing clients and transaction monitoring.
  • Act on behalf of the GM / deputy head to approve deals in pipeline / pricing related matter etc. in the core banking system.
  • Track deals in pipeline for the segment focusing on priorities consistently with strategic intent and balancing revenue growth with risk.
  • Actively review the segment’s portfolio MIS with GM / Deputy Head to ensure tracking to agreed objective.
  • Act on behalf of IBD to provide advice to various Committee Meetings such as ICCO, AMLCC, ORM, Procurement Committee, SAC, and CRS Committee etc.
  • On-going business self-assurance to ensure a robust control and operating framework and satisfactory audit results.
  • Implementation and on-going management of the Operational Risk Framework (ORF)
  • Proactively co-ordinate and drive Group agenda, priorities and initiatives in relation to process and risk control and governance.
  • Anticipate and plan for material process, infrastructure and regulatory risks and any necessary process and infrastructure change ahead of evolving business and regulatory requirements.
  • Actively review client MIS in particular to Credit / Transaction Monitoring to ensure they are justified to agreed objectives.
  • Engage with Functions towards achieving alignment of functional support consistent with the Group standard operating model.
  • Provide advice to front, middle and back office on regulatory and compliance issues.
  • Liaise with local regulators and handle regulatory inquiries, audits, inspections, questionnaires and surveys etc.
  • Perform compliance related matters such as approving segment’s marketing materials, policy & procedure, advice of licensing matters with the support from Compliance team, preparation of internal report / statistics for reporting to senior management.
  • Conduct training on AML related matters, new rules and regulations as well as promotion of compliance awareness and culture, where needed.
  • Investigate potential compliance incidents or breaches in conjunction with various internal parties.
  • Manage the drafting, revision and implementation of the desktop policy and procedures for the segment, and conduct and coordinate gap analysis in consultation with the relevant functions and compliance officer where appropriate.
  • Work closely with the AML Compliance, Operational Risk, Business and Credit, and liaise with these departments as appropriate to ensure timely issue identification and resolution, and manage ad hoc projects and / or tasks from time to time.
  • Prepare regular updates to senior management on the KYC portfolio of the segment including trigger event, as well as to provide relevant opinion and advice to management on the AML matter.
  • Employ, engage and retain high quality people such that the team is skilled and experienced to deliver its obligations i.e. Internal Control Team.
  • Ensure the provision of on-going training and development, and those direct reports are suitably skilled and qualified for their roles and that they are effective supervision in place to mitigate any risks.
  • Validate the client portfolio with non-bank Mainland China exposure to ensure accurate data can be submitted to HKMA.
  • Strengthen the credit monitoring and control functions through monitoring the credit excess, delinquency, overdraft report as well as the mark to market loan portfolio review.
  • Ensure the segment can comply with both internal and external compliance and regulatory framework in order to avoid reputational, operational or credit loss.
  • Provide regular reports and progress updates to management on a timely basis and work closely with relevant functions (both internal & external parties) to fulfill the required deadline.

Requirements

  • Bachelor degree holder or above
  • Minimum of 15 years relevant experience in Segment Management, Business Performance Management, Process and Governance, Credit Monitoring / Compliance with at least 5 years in managerial level.
  • Good knowledge of the Companies Ordinance and PRC law.
  • Project management skills including resource and timeline planning, maintaining project economics and developing project plans, timelines and progress reports.
  • Stakeholder management capabilities to facilitate meetings, write memos, summaries key messages for senior management.
  • Ability to run a team and provide coaching, development and mentorship for junior staff.
  • Experience in developing risk and governance operating models, including setting up committees, defining roles and responsibilities and developing policies and procedures.
  • Ability to interpret regulatory rules and guidelines into actionable controls and initiatives for implementation.
  • Strong knowledge of key AML regulations from HKMA, FATF regulatory bodies; banking and capital market business model; products; operation; Transaction Monitoring and Credit Risk Frameworks.
  • Awareness and understanding of the wider business, economic and market environment in which the bank operates.
  • Fluency in both spoken and written English and Chinese, proficiency in Mandarin.

Occasional business travel maybe required.
