**The Finance Manager job opportunity is with the Multi-Plan Service Agency, Inc. (a Segal Consulting client) located in Alameda, CA** Segal Consulting is assisting the MPSA with this recruitment effort.

The Multi-Plan Services Agency, Inc. (“MPSA”), located in Alameda, CA, is currently seeking a Finance Manager. The Finance Manager reports directly to the Executive Director of MPSA. MPSA functions independently of any other organization or vendor that provides services to the Operating Engineers Local 3 Trust Funds. The Finance Manager is responsible for overseeing the financial operations of MPSA, which includes oversight of financial plans, transit bank accounts, policies and accounting practices, its relationship with financial institutions, audits, tax filings, maintenance of fiscal records, preparation and analysis of financial reports, including financial statements and monitoring the performance of third party vendors.

Under the direction of the Executive Director, the Co-CEOs of MPSA and the Boards of Trustees of the various Trust Funds sponsored by the Operating Engineers Local 3 and its Signatory Employer Associations, the Finance Manager is also responsible for providing financial oversight of approximately 25 multiemployer Trust Funds, including defined benefit and defined contribution pension plans, health and welfare plans for active and retired employees, apprenticeship training programs and other similar and related plans and programs. The Trust Funds provide benefits to approximately 16,000 active members and 9,000 retirees in California, Utah, Nevada and Hawaii and have assets in excess of $5 billion.

The Finance Manager also assists the Board of Directors and Boards of Trustees in carrying out their duties and is authorized by the Co-CEOs and respective Boards of Trustees to act as requested in certain situations.

RESPONSIBILITIES

Responsibilities include but may not be limited to:
• Financial: Authorizes and ensures completion of all transfers and other cash management duties; Monitors Trust Funds’ cash and other assets/holdings with the goal of maximizing returns when possible, ensuring liquidity, and mitigating risk; Serves as the Finance Manager to the California AAT on an ongoing basis and to the other Trusts Funds on an as needed basis; Ensures maintenance of all financial records for MPSA and the Trust Funds; Prepares and presents routine and periodic financial reports; Attends Board, Committee and other meetings as directed by the Executive Director.
• Strategic planning: Participates in strategic business planning process; Coordinates annual budgeting process for MPSA and the Trust Funds; Assists the Executive Director in implementing short and long-term goals and objectives for the Trust Funds and MPSA.
• Ensure compliance: Ensures standard accounting principles are followed; Ensures preparation of all tax reporting requirements and submission of all tax and government filings; Coordinates information required by/from outside professional advisors or governmental agencies; Maintains understanding of GAAP, GASB, IRC, ERISA and other areas of fiduciary responsibility.
• Investments: Works with investment consultants to coordinate and monitor all Trust Funds' investments; Ensures that transfers of assets occur timely and in accordance with IOC or respective Board of Trustees' direction; Signs investment management documents on behalf of the Trust Funds, and signs directives to banks, custodians, mutual funds, and investment managers authorizing transfer of funds as approved by the IOC or respective Board of Trustees.
• Audits: Works with the Trust Funds' auditor, scheduling and coordinating audits, ensuring resolution of audit issues and compliance with audit recommendations with respect to audit of the Trust Funds.
• Legal: Works with legal counsel and participates in securities litigation actions; Represents Trust Funds at legal proceedings, including hearings, depositions and mediations as directed.
• Other: Monitors third party administrator to assure that adequate accounting, banking, and cash management records are kept and that reporting is completed timely; Monitors compliance by third party administrator of its performance guarantees and tracks performance guarantee penalty payments; Works with insurance providers to ensure adequate insurance coverage is in place; Completes and executes insurance policy and surety bond applications approved for purchase by the respective Board of Trustees.

REQUIREMENTS

The ideal candidate will meet the following requirements:
• Work Experience: Minimum of seven (7) years of experience demonstrating increased responsibility in accounting or related field required; Minimum of five (5) years of management experience required, including direct experience with providing recommendations, decision making and interaction with Trustees. 
• Educational Background: Bachelor’s degree in accounting, finance, business or associated field required; CPA designation preferred.
• Special Skills or Credentials: Extensive knowledge of employee financial and accounting practices required; Familiarity with benefit plans and related governmental/legislative regulations (ERISA, DOL, IRC, HIPAA/HITECH, ACA, PPA, etc.) preferred; Experience in Taft-Hartley or collective bargaining environment a plus; The ideal candidate will also have strong leadership and judgment skills, be detail oriented and highly organized, have strong analytical skills, including the ability to interpret financial, auditing and operational information and exceptional interpersonal and communication (written and oral) skills, including the ability to interact with Trustees, local unions, employers, outside professionals and service providers; Should have a thorough knowledge of and appreciation for the regulatory and political environment.
