Senior Specialist – Leadership, Governance & Talent (LGT)

Shape Leadership and Institutional Capability Across the Central Banking Community

The SEACEN Centre is seeking a dynamic and strategic professional to contribute to regional capacity building initiatives across strategic governance, leadership, and talent management within the central banking community.

This role combines research, learning programme development, stakeholder engagement, facilitation, and thought leadership to support the SEACEN Centre’s position as a premier regional learning and research hub.

The successful candidate will work closely with member central banks, international institutions, strategic partners, and senior stakeholders in driving impactful learning and institutional development initiatives across the region.

Key Areas of Responsibility

Strategic Governance

  1. Conduct and contribute to research and thought leadership initiatives in leadership, governance, and institutional development
  2. Support high-level policy discussions, strategic forums, and regional engagements involving member central banks and international institutions
  3. Prepare insights, publications, background papers, and learning materials related to governance and leadership practices
  4. Collaborate with internal and external stakeholders to strengthen governance-related initiatives and institutional partnerships

Leadership

  1. Design, develop, and deliver high-impact learning programmes, workshops, seminars, and capability-building initiatives
  2. Serve as Course Director, facilitator, speaker, or moderator for regional and international engagements
  3. Develop innovative and relevant learning content aligned with emerging trends and strategic priorities within the central banking ecosystem
  4. Build networks with subject matter experts, strategic partners, and member institutions to enhance programme quality and learning impact

Talent Management

  1. Support strategic talent and capability development initiatives across member institutions
  2. Contribute to organisational development, leadership capability, and knowledge-sharing initiatives
  3. Apply research, best practices, and emerging trends in talent management and leadership development to programme design and delivery
  4. Support collaborative projects and partnerships related to human capital and institutional capacity building

Requirements

  1. Master’s Degree or PhD in Organisational Behaviour, Psychology, Human Resource Management, Business Administration, Banking, Economics, Public Policy, or related disciplines from an accredited university
  2. Minimum seven (7) years of relevant experience in leadership development, governance, strategic human capital, research, learning and development, organisational development, or institutional capacity building
  3. Experience in a central bank, multilateral institution, university, consultancy, learning institution, or international organisation would be an advantage
  4. Demonstrated experience in programme development, research, publication, facilitation, training delivery, or strategic project management
  5. Strong analytical, stakeholder engagement, facilitation, and communication skills
  6. Excellent command of written and spoken English
