This is a rare seat at the table for a treasury leader who wants ownership, not just execution. As a proactive member of the senior leadership team, you'll be the trusted advisor and guardian on all treasury matters, reporting directly to the Head of Treasury. You'll drive funding, liquidity and balance sheet management to achieve an optimal funding mix, ensure sound balance sheet management and regulatory compliance, and lead key initiatives across ICAAP, Basel IV, BCBS239 and MAS directives.

Liquidity & Funding Strategy

1. Monitor and manage regulatory liquidity metrics — LCR, NSFR, ILAA — and internal limits
2. Oversee daily cash and liquidity management, including intraday liquidity, end-of-day buffers and contingency planning
3. Conduct short and long-term liquidity forecasting, including stress conditions
4. Coordinate execution and settlement of treasury instruments in the interbank market
5. Support the Head of Treasury in developing and executing the funding strategy, including wholesale funding, deposits and interbank facilities

Balance Sheet Management

1. Drive the ALCO agenda and oversee ALM policy across interest rate, market/investment, liquidity and capital risk
2. Drive balance sheet optimisation to support profitability and risk appetite
3. Lead the annual ICAAP and other stress test exercises
4. Manage interest rate risk in the banking book (IRRBB) and build a sustainable, income-generating balance sheet
5. Own the execution of internal funds transfer pricing (FTP) policy
6. Advise the Head of Treasury and senior management on optimal balance sheet shape, funding and asset profile, and returns

Risk & Controls / Governance

1. Ensure adherence to structural liquidity and capital limits, authority frameworks and control standards
2. Support capital and liquidity risk frameworks, policies and process documentation
3. Maintain effective oversight of regulatory reporting processes and controls
4. Keep core documentation current — Balance Sheet Manual, FTP reference guide, Liquidity Crisis Management Plan
5. Support internal and external audits

Treasury Operations, Technology & Stakeholders

1. Oversee treasury front, mid-office and supporting operational controls
2. Act as product owner for treasury systems — end-to-end build of systems, data and process flows
3. Partner with FP&A on planning, budgeting and capital/liquidity forecasts
4. Engage Product, Growth and Technology teams on treasury system and dashboard enhancements
5. Foster a culture of risk awareness, operational excellence and innovation

Technical competencies expected at Advanced–Expert level:

Treasury Liquidity Risk, Capital Risk and Treasury IRRBB (Expert); Stakeholder Management, Treasury Markets, Funds Transfer Pricing, MAS Settlement Systems and Risk & Regulatory Reporting Systems (Advanced).

What you bring:

1. 10+ years in bank treasury, ideally spanning front, middle and back office
2. Strong grasp of MAS regulatory frameworks — LCR, NSFR, ILAA, Notices 649/656/651
3. Experience in liquidity management, ALM, funding strategy and treasury operations
4. Familiarity with FTP frameworks, balance sheet analytics and treasury systems such as QRM or Murex
5. Excellent stakeholder management and communication skills, with the ability to work cross-functionally in a fast-growing organisation

Good to have:

1. Singapore Financial Markets Regulatory Practices / CMFAS certification
2. Coding language exposure
